Description
Agents debugging throughput/latency problems on the private testnet had no shared starting point for which metrics matter, how to get on-host measurements, or how to push a partial update. This adds a
ptn-perf-debugskill: an iterative metrics -> theory -> partial deploy -> assess loop (modeled onsimtest-debug) plus reference files catalogingmonitored_scope/monitored_tasksmetrics, per-stage latency metrics, on-host profiling and tcpdump recipes, and the sui-operations workflows and PTN topology.Test plan
