Replaces (most) emergency boxes with emergency pouches (+ some storage auditing)

Standard issue emergency boxes are now standard issue emergency pouches.

Pros

• Can be worn on suit storage, either pocket, or belt slots

Cons

• Fewer slots than a box (5 by default)
• Slightly more restrictive on contents (Tiny items + a curated list of small items)
• Can't be opened when stored in a backpack

Clown's box is untouched, primarily cause I didn't want to make a sprite for it.

Reasoning:

• Make backpackless gameplay a bit more viable.
• Make it a bit less punishing if you lose your backpack (you can store your emergency supplies somewhere besides your backpack now)
• Make the emergency box less of a "auxiliary storage place where I dump all my tiny objects" to "something I whip out for emergencies".

Other changes:

• Adds tool pouches.
  • Similar to survival pouches (they're wearable on pockets / suit storage / belt), but meant for tools. Kinda like a mini toolbelt.
  • Purchasable in tool storage or available in engineering.
• Ports the global allowed list for suit storage, making it a lot more consistent what you can wear on your suit or armor
  • If you're confused what this means, it just means you can put an emergency O2 tank on ALL suits and armors. Specific interactions like guns on armor is untouched.
• Audits some item weights
  • laser pointer: small -> tiny
  • genetic sequence scanner: tiny -> small
  • health analyzer: tiny -> small
  • wound analyzer: tiny
  • test tube rack: small -> normal
  • earmuffs: tiny -> small
  • badge / medal accessories: small -> tiny
  • skull / sinew accessories: small -> normal
  • waistcoat / apron accessories: small -> normal
  • spacepods (earbuds): small -> tiny
  • skillchips: small -> tiny
  • chest bodyparts: small -> bulky
  • surgical tools / drapes: tiny -> small
  • large ammo magazines (LMG, sniper): tiny -> small
• Ups capacity of smart organ fridges (20 -> 100), and they can now hold raw meat
• Biobags can hold raw meat
• Consturction bags can hold any sheets (iron, glass, rods, etc)
