Rather than always being forced to whisper while in soft crit, you're now forced to whisper if you failed your last breath (ie, are actively suffocating) or have >2 losebreath (ie, are actively suffocating)
The thought process behind this is that soft crit is a lot more active of a state, allowing you to maneuver, so you'd reasonably still have the energy to project your voice. However if you're having trouble catching your breath, or are actively not breathing, you'd find it a lot harder to get anything out but a whisper.
I also think this might result in more !!fun!! as - if you have a heart attack or get thrown in space without oxygen - calling for help over the radio will result in the slightly garbled text
Dead Guy says, "O* f**k I h**e no a*r! H***ee**lp!"The numbers on this might have to be tweaked though - RN soft crit applies 1 losebreath every 4 ticks (roughly), it means you'd be completely fine one second, forced to whisper the next, then back to fine - which might be jarring.
