About The Pull Request

• Adds the California Law Enforcement Telecommunications System (CLETS), which is totally not a reskinned security records console.
• Security (now police) records console UI and functions adjusted to suit police gameplay better
• Manifest injection now generates a dummy wearing civilian clothing with matching character prefs to use as record appearance
• Consoles are added next to the original filing cabinets with paper records; police stations also receive a second set of rechargers in the locker room (4 in total)

Why It's Good For The Game

For too long, police and FBI have been hamstrung by paper recordkeeping that makes it nearly impossible to do any amount of investigative work. The console lets police better record and track leads and suspects, and document criminals for processing. Any information police did not have before, such as people's jobs, has been removed from the console.

Police gameplay has never been so back.

No, nosferatu does not seem to change appearance as far as I can tell.
