About The Pull Request
Reverts MODsuit control units slowing you when worn. (tgstation/tgstation#89657) MODsuits now only slow you from being deployed.
Why it's Good for the Game
Proteans and Entombed are no longer constantly punished. MODsuits aren't meant to be something you take off and put back on all the time here.
Proof of Testing
No slowdown wearing the security MODsuit when testing on localhost.
