Updates go.mod from 1.23.0 → 1.26 to resolve 31 govulncheck vulnerabilities in the standard library (crypto/x509, encoding/gob, etc.). go vet passes. Verified via go mod tidy. Fixes CI security job failures on dev and main branches.
