- ci.yml: split into lint/build/test/security jobs with timeouts
- data.yml: replace auto-commit to main with auto/data-sync PRs
- release.yml: use go-version-file instead of hardcoded version
- Remove distill.yml (duplicate of data.yml workflow_dispatch)
- .goreleaser.yml: remove npm/darwin promises from release footer
- Archive specs/ to project_context_main/ARCHIVE/old-specs/
- Archive CI_TARGET_ARCHITECTURE.md
- Add docs/RELEASING.md with release process rules
- Update SEMANTICS_CI_CD.md with 'Fixed' section
