I've confirmed that this checks out the correct MALI-Dev commit and the code compiles. Approving based on this and @matthewhoffman's full_integration results.

This PR updates the MALI-Dev submodule to 9ef2dcae2c. It has been out of date for some time now, and there recently have been a number of important merges, so it is a good time to update it.
