Implements the profile portion of a user settings page. Also includes links to the account/game authentication portion, but doesn't implement a page for that.

The "Save Changes" button stays disabled as long as there are no changes, and the radio button groups in the "Content Visibility" panel only wrap when there actually is no more horizontal space, not already when the layout switches to mobile.
