Rewrite buildscript with Unimined and Gradle 8.x#45

Don't alter the group or artifact ID of the main module when publishing locally. Also update the NH maven so it builds.
It was relicensed to standard LGPL at some point

Modernizes it, allowing for much easier development and (hopefully) greater resiliency.

If I've done my work properly, there shouldn't be any runtime differences to the normal Unimixins jar. As such,
the next version bump would be 0.1.21. Future PRs may make breaking API changes.
