Only repository collaborators can create a vote @pataei. For organization-owned repositories, the list of collaborators includes outside collaborators, organization members that are direct collaborators, organization members with access through team memberships, organization members with access through default organization permissions, and organization owners. |

This is actually the (overdue) annual report. It's a report on the Minokawa project generally, not just the Compact sub-project. I can make those changes to the doc. |
