Small mistakes from #380.
Unless using radial diffusion, the radial transport is advective, so that the radial boundary condition should only be applied on upstream (not downstream) grid points, depending on the local r-advection speed (currently the ExB drift for ions and electrons, and `ur` for neutrals).
Only run in serial, but still need to create looping structs to use some functions from main code.
