Verified by the contributor: read the diff and confirmed the bullet matches CONTRIBUTING.md verbatim and sits in the same position in the list.

Adds the concurrency limit that
CONTRIBUTING.md states but this page omits.

- `CONTRIBUTING.md` lists six AI/LLM requirements; this page lists
  five, omitting the concurrency limit
- a reader following this page alone can breach a rule they were
  never shown
