Currently, when an error occurs during cleanup, no context may be given as to what led to the error. Ex. ERROR: [CLEANUP] Failed to clean test environment: rpc error: code = Internal desc = Internal error encountered.

For consistency with other error messages in this function (e.g., line 98), it's better to use double-quoted strings for fmt.Errorf format strings instead of raw string literals, as there are no special characters that need escaping. This applies to other fmt.Errorf calls in this function as well.

Agree that we can add this change first to get more context. The API server might be unstable in Autopilot.
