This PR adds integration tests for negative cache ttl for implicit-dirs only.

Added integration test to verify the negative cache TTL works correctly
for implicit directories in gcsfuse.
- Created implicit_dir_finite_negative_stat_cache_test.go
- Configured flags --implicit-dirs and --metadata-cache-negative-ttl-secs=5
- Set hns compatibility to false as HNS buckets do not have implicit dirs.
