• Add a complete-pass remaining_blockers section to bounded metadata reconciliation output.
• Group remaining repairable rows by reconcile reason and proposed lifecycle state, and skipped rows by reconcile reason.
• Add explicit next-action guidance so operators can tell whether applying/retrying helps or manual repair is required.
• Enrich metadata hygiene blockers with reconcile reason/skipped-state hints where the row shape makes that possible.
