Summary

• Stop active/no-signal stage pagination after an apply page scans rows but writes/removes nothing, returning a no-progress continuation instead of spending the full budget.
• Add continuation/evidence fields that distinguish no-progress adaptive stops from budget exhaustion and provide the exact resume command.
• Cover zero-yield active/no-signal behavior in the abandoned cleanup smoke test.
