Expose safe cleanup progress evidence

Summary

• Create a DMC cleanup run as soon as workspace cleanup safe starts, before long child drains run.
• Persist checkpointed safe-cleanup summary, steps, commands, and continuation evidence after each step.
• Emit an early JSON progress envelope for CLI JSON callers and expose status/evidence/resume commands for timeout recovery.

Closes #839.
