Voice Changers Not Working

Issue Summary:

The voice changer in the chameleon mask refuses to turn on, when used in hand it repeatedly shows the message "voice changer is now off!x4"

Reproduction Steps:

Spawn is as icemoon coms agent, use your round start chameleon mask and fail to show up as unknown on the radio.
I wish I had more information about how exactly this is broken, but this is pretty much it.
