The snake_case filename convention is used for most notebooks, and at least one reference to the current CryoCloudScratchBucket.ipnb notebook assumed it. Rather than change the links, this PR changes the filename.
The links under "Data Storage" are also updated to use the relative path, so the don't get the "external link" icon currently shown. I'll do this for the whole page if it looks right on preview.
