Prepare the v2.3.0-rc.9 candidate. It carries the v2.2.11 fixes that #621 forward-ported into dev/v2.3: the native Podman hosts-file refusal, the classic BUILDKIT_SYNTAX build-argument guard (the mediated Solve guard was already on v2.3) and the Go 1.27.3 rebuild.
Metadata only: the [2.3.0-rc.9] CHANGELOG entry, the v2.3.0 rows in the README, website and docs roadmap. The site version, chart, SECURITY.md and renovate.json stay on the 2.2.11 stable values.
verify-tag-release-metadata --tag v2.3.0-rc.9 passes, and so do the 366 script tests and the 8 page-data tests.
After merge: cut v2.3.0-rc.9 from dev/v2.3, then a fresh four-hour soak, TLS scan and published-image tri-tool run on the exact head. The GA floor stays 2026-10-23 because rc.9 only carries changes already released on 2.2.x.
🔧 Changed: Updated the v2.3.0 roadmap in the README, docs, and website. The roadmap identifies rc.8 as the latest published candidate and rc.9 as the next candidate carrying the v2.2.11 fixes.
🔧 Changed: Updated candidate validation notes. rc.9 requires its own soak, TLS scan, and published-image conformance run before GA. The stated GA floor remains 2026-10-23.
🔧 Changed: Added a v2.3.0-rc.9 changelog entry.

Walkthrough
The v2.3.0 roadmap content now identifies rc.8 as the latest published candidate and states that rc.9 will include the v2.2.11 fixes. It specifies fresh soak, TLS, and published-image conformance checks for rc.9 before GA. The README also updates OCI image-load bounds and secret Driver selection details.

is cut” wording with an explicit reference to v2.3.0-rc.9 being cut; preserve
