Ticket ENG-10093

Summary

  • Added management command migrate_funder_ids_to_ror that reads a CSV mapping file and converts Crossref Funder IDs to ROR IDs in GuidMetadataRecord.funding_info
  • Triggers SHARE/ElasticSearch re-indexing and DataCite DOI resync for migrated records (skippable via --skip-reindex)
  • Supports dry run, batch processing, optional funder name updates, and reports unmapped IDs
  • Idempotent: safe to re-run without side effects
