Purpose
This PR adds tracing, logging and metrics for OpenTelemetry to the default GRPC endpoint that is used by .NET Aspire Dashboard when the app is run in local development mode.
It also adds the SK.NET Metrics exporter for App Insights for Production so you can see token usage.
