bugs on launchpad.net/command-not-found need gardening

There is a lot of bugs on https://bugs.launchpad.net/command-not-found (the upstream project) and https://bugs.launchpad.net/ubuntu/+source/command-not-found (the package in ubuntu).

All those bugs should be reviewed, marked as duplicate when needed and collapsed into few bugs that capture the essential problems people are currently facing. Each such bug should have a reference to an issue on github.

Bugs that don't relate to the endless crashes should be left as-is for the time being.

We still have this errors on our server (Ubuntu 12.04 LTS):

This bug is still not fixed. The basic problem is related to locale (as explained in http://blog.suxx.pl/2013/04/why-is-command-not-found-crashing.html ). This bug is hard to fix but a workaround should be rather simple (just ignore locale errors and turn off all localization features)
