[Bug]: AI Workspace doesn't show custom gateway policies

1. There is no UI to list custom policies in a particular gateway
2. In Policy list also (when attaching a policy to a Provider/Proxy etc), it shows only PolicyHub policies. Custom Policies are not shown.
