[TSC]: Adopt codemod.com

The codemod/webpack is ready we just have to import it as webpack/codemods and include the codemod GH app to create a codemod.com org.

So we will be able to furnish so good tool to update webpack.

advantage of codemod tools/plaform

• dedicated to codemod
• testing tools include
• support typescript
• no build step needed
• migrations script can be written in js without needing node to be installed

Some other projects is joining codemod.com

• node.js
• eslint
• express

Also as node.js userland migrations members I can affirm that codemod is THE tools to accomplish that.

Is there any way we can have a webpack codemod without hosting/owning it ourselves? We don't use 3rd party services unless a partnership/collaboration is in place.

1. to have org name on codemod we need to use the gh app which need to be on org
