[TSC]: New webpack designs & merch

New take on our merch, with lots of cool designs around t-shirts, notepads etc.

Suggestions

• Gsoc t-shirts and goodies for our students
• New designs on t-shirts with some webpack related concept (not only logo + text)
• Plain webpack logo t-shirts (no org title)

I'm for sending some of this new merch to our core maintainers, tsc members and active collaborators with a nice letter of appreciation, but needs to be discussed.

1. Explore other platforms than threadless
2. Allocate a budget
3. Even has reached out to get an estimate
4. We will see if we have enough in oc to cover this.
