Add estimated energy cost higher up the building details page

The estimated cost of building energy usage should be moved to the top (or near the top) of the page. Cost is a major motivator for cutting waste and should be highlighted. Need to design how exactly the estimation should be displayed (for example, moving the value out of the card it's in now and displaying it on its own).

Total Energy Spend $1,500,000
Electricity Spend $500,000
Gas Spend $1,000,000
