Ampersands (&) getting encoded

Describe the bug

Currently in normal text fields ampersands getting encoded to &. This happens also when trying to edit the form submission in the control panel.

Steps to reproduce

1. Form with a text field
2. Submit content with an ampersand

Form settings

• Multi-page form: No
• Submission Method: Page Reload
• Client-side Validation: No
• Custom Form Templates: Yes

Craft CMS version

5.9.14

Plugin version

3.1.16

Multi-site?

This also effects other characters, like < and >.

For some reason, Github wouldn't let me post in this thread, but should be fixed in 3.1.17.

As for the < and > characters, that's a tiny bit more complicated until we make some larger refactoring changes to make this cleaner, but should be fixed for the next release. To get this early, run composer require verbb/formie:"dev-craft-5 as 3.1.17".
