ci(build): drop "build started" Telegram notification
If a later step fails the "build finished" notification never fires, so the channel just sees a "building..." message with no follow-up. Remove the pre-build notification — the finished message (and APK upload) only run when the build actually succeeds, which is what we want observers to see.
