Base/Structure Definitions when No and/or Failing Javascript #521
Description
If @media cannot be parsed, all elements should default to large/expanded version. Right now, the Base/Structure elements land in a broken state somewhere in the middle - which leads to a really bad presentation in the event that Javascript is disabled (or Respond + Selectivizr fail). Implementation should be modified as such.
