Windows arm64 release

Hello @joeblew999 we do not current have a Windows ARM64 release as part of our build system. I think it could be added probably? If you wanted to build from source on Windows ARM64 that should work.

You should be able to use the amd64 version just fine, though it would be slower due to emulation.

I looked and there are Windows ARM64 CI images so we can build those.
