Drop support for Django 3.2

Description

This merge request addresses issue #1201.

Changes Made to Code

• All references to general Django documentation on general features not tied specifically to version 3.2 were updated to point to version 5.2.
• The github workflow test matrices were updated to remove Django version 3.2
• The installation requirement files (conda yamls and toml) were updated to reflect a minimum version of Django 4.2
