Docker builds missing for patch versions

We are missing [the latest patch-versions](https://hub.docker.com/r/tensorflow/tensorflow/tags?name=2.19.1) of Tensorflow as Docker images in DockerHub. Is there a reason for not publishing them? Are others all building them themselves?
