New repository `secdev-template-pypi`

Context

We test and package our re-usable open source Python libraries differently than we test and package other Python projects.

secdev-template-python is our pattern for Python applications.
We need a new shared pattern for Python libraries.

Tasks

• create new repository - secdev-template-pypi
• copy in Makefile from an existing SecDev Python library
• copy in necessary files to allow all make steps to pass
• copy in any GitHub Actions files that we feel should apply to all Python libraries
