Handle situation when nodes join together and there are process running for the same key #1
Description
Reproduce:
Start 1 node, start a process with a defined key,
Start the 2nd node, start a process with the same defined key,
Join the nodes together.
In this case pes does a read repair, but do nothing with the running processes.
