Add swift-build test coverage for swift-driver PR testing

For better PR testing coverage, we should build and test `swift-build` (https://github.com/swiftlang/swift-build) when PR testing swift-driver changes. `swift-build` is a direct user of swift-driver and has more test coverage for planning and building swift code. `swift-build` development also depends on the working `main` from swift-driver.
