Remove circular dependency from sat

e2Core and sat depend on each other.

They should not. This ticket tracks the e2core side of the work.

e2Core only depends on sat in one place, in the mod_start file here.

The work therefore is going to be focusing on removing sat from e2core.

but the whole purpose of e2core is to run sat with the module, so... maybe I need to rethink that 🤔
