[BUG] shell & python_repl do not work on windows

This is actually documented at https://github.com/strands-agents/tools that shell and python_repl do not work on windows

Expected Behavior

shell and python_repl should work on windows

Actual Behavior

shell and python_repl do not work on windows

Additional Context

Enterprises heavily use windows. We need to be able to run the Strands Agent in debug mode on Windows. We can deploy the strands agent to agentcore and it'll work but that is not good enough for development purposes. Please try to make this work. Thanks

Please consider this high priority.

You can also try to create different equivalent tools for windows (shell_windows, & python_repl_windows) if you can't get the existing shell & python_repl tools to work on windows. We just need some way to use these tools on windows.
