Use rulesets directory instead of lazer install directory #6
Description
It is recommended that rulesets be installed in the rulesets directory in the lazer data folder, since it avoids duplicate dlls being present on disk, and allows rulesets to persist when lazer updates.
The default directory is %Appdata%/osu/rulesets if the user hasn't changed their data directory. Otherwise the storage.ini in %AppData%/osu/ will point to the user's data path.
