Allow share COTs between multiple collections #7659

Collection Object Types (COTs) and their associated form logic are currently defined strictly at the collection level.
Describe the solution you'd like
Allow Collection Object Types to be defined at the discipline level, making them available to all collections within that Discipline. A shared flag on the COT definition, or a hierarchy where collections inherit types from the Discipline unless overridden.
