Add Specify Network collection maps page to Stats page

In the sidebar of the stats page, a new item should be added for the Specify Network collection page

At the moment the page is located at /specify/specify-network-collection/, but that is just a temporary location - should be moved to stats page

This is the thing I keep mentioning but I sound like I'm crazy every time I bring it up. We need to add this to the statistics page at some point in the future. It appears to be mostly implemented.
