We need to extend the Specify 7 Test Panel to allow staff to test both post-static-files and post-static-files PR versions of Specify 7
Need to modify https://github.com/specify/specify7-test-panel/blob/main/app/lib/dockerCompose.ts, but we need to make it support older versions as well.
