.Net 9.0 check not accounting for double-digit patches

Users running .Net 9.0.10 are failing the .Net check due to detecting the version as "9.0.1"

In addition to that, I was running 9.0.9 and the server closed directly on startup, the check in the installer was successful. So the installer needs to check for >=9.0.10

Update to 9.0.10 fixed the crash.
