If a branch cannot be cloned for insufficient resources, the error isn't obvious without opening the adjustment panel

When you try to clone a branch, but there aren't enough resources available, the "create branch" button stays disabled. Opening the "adjustment panel" makes the error obvious. The error should be shown in the without opening the panel.

Also, at the moment the insufficient resource slides just drop to 0 without being highlighted.
