Make vardiff readjust after so many submission as well as time interval #141
If we've gotten 100 shares at the connection starting difficulty, we should recalc and push a diff adjustment regardless of whether the time interval has been reached, since it's clearly in need of change. Alternatively the threshold should just be a multiple of spm target for vardiff. Maybe 3.
