Remove ability to change output directories from Scribe-Data

Issue

As discussed recently in a call and on Matrix, it would be best for the long term maintainability of Scribe-Data if we remove the ability to define the output directory of the CLI. This functionality isn't something that the Scribe community is planning on using, and bloats the code as well as the CLI interface/functionality.

All current default directories will be maintained, and the work here will just remove the ability to change them :)
