[Bug] spconfig import does not work for cloud rules

Describe the bug
sail spconfig import --filePath <importJSON>
Importing a cloud rule errors with "Error: no value given for required property expiration"

To Reproduce Steps to reproduce the behavior:

1. 'Export a cloud rule from ConfigHub or "sail spconfig export"'
2. Attempt to that file using "sail spconfig import --filePath <path/to/file>"

Expected behavior This should import successfully

Actual behavior Error shown "Error: no value given for required property expiration"

I have the same problem under Linux and Windows when trying to import a role. When will this be fixed?

I tried working around the bug using sail api post /v2025/sp-config/import --body-file but the body must be "multipart/form-data" instead of "application/json".

Problem: sail api post script hardcodes the Content-Type: cmd.Flags().StringVarP(&contentType, "content-type", "c", "application/json", "Content type of the request body")
