Where is "Wheels" proposal discussed

Today I have learned about Goals for Binary Gems ("Wheels") proposal and I wonder where is this discussed? I want to object to two things:

1. This is better for security – no code running at install time, and more ergonomic for users – no need to install build tools, deal with build errors, waiting for slow compilation. That is one side of the coin. But installing binary blobs on the system is not secure at all. Given that ATM, the gems are build on developer machines, I have zero trust in the delivered binaries.
2. Binary blobs are antigoal for Linux distributions, such as Fedora / RHEL. We always build packages from sources for the reasons mentioned in (1) above.

Hello @voxik, we will open RFC once this feature proposal is ready to be discussed with all details explained.
