Get rid of tools/fuzz.rb

It could easily be fixed by changing Fixnum/Bignum to Integer,
but it's also a very basic fuzzer that isn't very liekly to
find bugs.

I'd welcome a proper fuzzer, but I don't think this one is worth
keeping.
